If it’s really windy – will that affect my chances of catching Walleye?

An old fishing buddy told me to cut off the tail of the Minnows right before I put them in the water as bait. Does this really work?

I think I’d like to my hand at fishing for Walleye but I don’t know much about fishing and I really don’t want to buy a lot of equipment until I’m sure I plan on making it a hobby. How can I find someone in the area that might be willing to let me give it a try?
